dc.description.abstractMore than any other integrative social theory, Realist Social Theory (RST) focuses on the different ontological properties of agency and structure, such as their distinct power and durability. RST explains social change as being caused by outcomes emerging from human agency and complex, more or less durable structures that constrain and enable agency in ways that actors often are not aware of. This unique focus of RST helps understand, explain and elaborate media policy in multilingual environments. This paper draws on multimethod analyses of situated activities in the Swiss public broadcaster SRG SSR IDÉE SUISSE to reconstruct language policymaking as a multi-layered, inclusive and interactive process. In doing so, it first defines and connects the key concepts of public broadcasting, RST, and inclusive multilingualism (Part 1). Then, it explains divergences in media stakeholders’ expectations (2) as starting points for an inclusive way of policymaking (3) in which inclusive multilingualism applies not only to organizational communication, but to the process of organizational development and understanding itself (4). The paper concludes by outlining evidence-based principles for making news language policies in Europe (5).de_CH
