dc.description.abstract	Switzerland, known as one of the most innovative countries in the world and with a highly digitized economy and society, lags behind many other states in the development of e-government. The COVID-19 pandemic has prompted governments around the world to use and develop digital solutions to combat the spread of the coronavirus. Using a structured literature review we first develop a conceptual model for analyzing the impact of the pandemic on e-Government success. Our study shows that the pandemic can be a defining moment, while it provides governments with the opportunity to advance e-government, it also bears the risk that failures can undermine citizens trust in digital government for years to come In a second step we apply this model in case study on Switzerland's digital transformation in the public sector along the five objectives outlined in the Tallin Declaration on e-Government signed in 2017: Switzerland’s e-government development has shown major shortcomings in the past: a limited need for action and decentralized decision-making, and competences have led to many non-compatible services. Beyond that, solutions proposed by the government failed to win public support. Shortly before the pandemic hit the country, Switzerland was about to implement the objectives of the Tallin Declaration. Like in other states the COVID-19 pandemic has brought major changes to e-government in Switzerland, where the different layers of government have shown a steep learning curve, while still struggling with unfavorable conditions. We conclude that the pandemic could become a decisive accelerator for e- government in Switzerland if stakeholders draw the right learnings and find a way how the Tallinn Declaration can be implemented in a strongly decentralized state.	de_CH
