Abstract:	Der Zürcher Stadtrat versucht, im Alleingang das Migrationsrecht auszuhebeln, weil er so die Lebensbedingungen der Sans-Papiers angeblich verbessern will. Den Sans-Papiers ist durch den Verkauf einer Utopie aber nicht gedient.
