Zusammenfassung: In Switzerland, outsourcing local services such as water supply, sewage, and waste disposal to municipally owned corporations (MOCs) has a long tradition. While the provision of public services through departmental units is still the norm, there was a trend towards more corporatisation at the local tier of government between the 1990s and the 2010s in the aftermath of the New Public Management paradigm. In Swiss cities, which are small by European standards, an average of 825 employees worked in MOCs in 2017, a figure that is 78% higher than it was eight years earlier. Because Switzerland is a federal state, the Swiss cantons regulate MOCs in the cantonal legislation, so municipalities face different legal frameworks, and there is no uniform pattern. Almost all cantons have rules, however, on how municipalities can establish and structure MOCs. MOCs in Switzerland can be established under private (e.g. companies limited by shares) or public law (e.g. public corporations). Private law MOCs are most prevalent in larger cities. MOCs are mainly established to provide services in market-oriented, or at least customer-oriented, industries such as the energy sector and the traffic and transportation sector.
