Zusammenfassung: Data protection officers (DPOs) play a crucial role in the implementation of privacy in organizations and are therefore an indispensable part of organizational governance. The EU General Data Protection Regulation made the role mandatory for many organizations within and outside the European Union. Considering the great demands on the role, it is not yet certain whether the concept of the DPO proves effective. Against this background, four exploratory in-depth interviews with DPOs of large Swiss organizations were conducted to examine which factors might influence DPO behavior regarding their tasks, thus, gaining insight into potential drivers and impediments of organizational privacy. For this purpose, a two-phase qualitative content analysis was applied using an inductive-deductive approach guided by the theory of planned behavior. The first empirical results point to hurdles in executing the tasks required, primarily due to the DPOs' position within the organization and limitations in terms of resources. If, in fact, DPOs cannot carry out their vital control function adequately and fail to provide sufficient employee training, privacy may be at risk. Furthermore, DPOs see themselves confronted with challenges as a result of the impracticability and ambiguity of the law.
