Zusammenfassung: The police are empowered to detect and prevent violations of the law. It can prove challenging for the police to detect and prevent such violations occurring in their own services. For this reason, there are external oversight and control bodies that monitor the police to ensure they comply with the law. This Chapter 6 explains how that monitoring process works in relation to tackling corruption in police services. It does so by explaining which external institutions engage in oversight of the police and examining comparatively what these institutions do. This chapter provides practical real world examples of how oversight is exercised over police services in order to prevent corruption, and how that oversight process could be improved. This chapter uses the definition of corruption outlined in Chapter 1, which defines it as ‘the abuse of public office for private gain’. The concept of ‘systemic corruption’ is also used here. Systemic corruption is the involvement of all, or the majority, of the police service in corrupt activity, and may involve a complete reorientation of the roles of the police. Systemic corruption may undermine the ability of a police service to prevent crime. This type of situation is particularly pertinent to a discussion of external oversight and control bodies, because if a police service is corrupted systematically, only an external body can effectively counter corruption.
