Abstract:	Dieser Artikel untersucht, unter welchen Bedingungen eine ökologische Steuerreform neben der Verbesserung der Umweltqualität zu einer zweiten Dividende in Form eines effizienteren Steuersystemes führt. Im Speziellen wird dabei der Einfluss der internationalen Faktormobilität berücksichtigt. Eine doppelte Dividende ist nur dann möglich, wenn ein Teil der Umweltsteuer so überwälzt werden kann, dass dabei keine neuen Verzerrungen entstehen. Numerische Simulationen eines allgemeinen Gleichgewichtsmodelles zeigen, dass bei einer Umweltsteuer auf dem Konsum eine Abwälzung auf staatliche Renten, einheimisches Kapital oder ausländische Arbeit eine doppelte Dividende ermöglicht, während bei einer Besteuerung des Energieinputs die Arbeit stärker belastet wird, und damit die Verzerrung des Steuersystemes zunimmt.
