| Abstract: | This paper deals with optimal regulatory policies to provide for quality of service and innovations in abatement technology by water supply utilities. The main focus of the analysis is on the relationship among price, quality, pollution and abatement costs and costs of quality service we try to characterize incentive compatible mechanisms, where price, quality and technical progress are optimally regulated to assure for a second-best solution. We find price to be higher, quantity and investment in abatement technology to be lower than in the full information solution. |
